Summary

For the first time since the Napoleonic Wars, national defense for the United States is framed as defense of the territory of the states of the Union against a substantive threat of outside attack. In this issue of Swords and Ploughshares, we examine aspects of both the measures being taken to secure US territory against unconventional attack and the international environment that generates the sense of insecurity that motivates these measures.
