Summary
All too often, issues of arms control and international security are examined only from a realpolitik or technological perspective. Even when an integrated approach is taken-an all too rare circumstance-cultural, ethical, and humanitarian dimensions are frequently left out of analysis and decision making. Subsequent events have repeatedly demonstrated the high price of omitting these critical elements. This issue of Swords and Ploughshares examines some of these often overlooked elements of policy making and national behavior. Four members of the Ethical Studies Group of the Program in Arms Control, Disarmament, and International Security have contributed articles from their personal perspectives as scholars.
