Summary

This issue of Swords and Ploughshares summarizes four presentations at a forum on Iraq held on the campus of the University of Illinois in October 2002. The theme of this forum was the search for long-term solutions, following the 1991–2002 war interregnum delay in making choices between them.

In these summaries, Clifford Singer is skeptical that enforced disarmament of Iraqi weapons of mass destruction (WMD) programs will occur without willingness to resort to removing the entire chain of command. Shannon O’Lear sees little sign of the development of energy policies that would allow enough disengagement for Iraq to be treated on a par with various other nondemocratic countries that have WMD programs but smaller oil reserves. Hadi Esfahani discusses deterrence in the Persian Gulf region, and sees difficulties with Iran whether or not the United States allows Iraq to build WMD or defeats and occupies it. Finally, Kenneth Cuno is similarly skeptical of success with the announced goal of the prompt establishment in Iraq of a democratic government as a method of providing deliverance from the dilemma of choosing between deterrence and continual enforcement of disarmament.
