Summary

Since the autumn of 1989, the world has been massively transformed, but a new order for the post-Cold War era has yet to emerge. Fractured pieces of the former order lie scattered about while change races on. This issue of Swords and Ploughshares looks at four different dimensions of change now taking place around the globe and the implications of these developments for conflict and cooperation.
